OpenAI is expanding its ChatGPT advertising platform across Europe, bringing ChatGPT Ads to 31 European markets from August 24, just six months after beginning advertising tests in the United States.
The expansion marks a significant step in OpenAI’s development of ChatGPT as a new advertising channel, positioning the artificial intelligence platform as a place where consumers increasingly research products, compare alternatives and make decisions.

The European rollout will include major markets such as Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands and Austria. Initially, advertisers will access the platform through OpenAI’s Ads Solutions team, advertising agency partners and technology partners. A self-service option through Ads Manager is expected later in the quarter.
Advertising at the point of decision
OpenAI says consumers increasingly come to ChatGPT with specific objectives rather than simply entering short search queries. Users may ask ChatGPT to help plan a holiday, select business software, furnish a home or learn how to start a new hobby.
This creates what OpenAI describes as an opportunity for marketers to engage consumers while they are actively exploring, evaluating and comparing options.
The company sees ChatGPT Ads as a way for advertisers to participate throughout the customer journey, particularly at moments when consumers are discovering products, forming preferences and moving toward a purchase.
OpenAI stresses separation between ads and answers
With advertising entering a platform that users increasingly rely on for recommendations and decision-making, OpenAI says maintaining trust is central to its advertising strategy.
According to the company, advertisements will be clearly labelled and separated from ChatGPT’s answers, and advertising will not influence the responses generated by ChatGPT. OpenAI says its advertising principles are designed to protect the relationship of trust between users and the AI assistant.
The approach could become particularly important as AI assistants increasingly compete with traditional search engines and other digital discovery platforms for consumers’ attention.
From US pilot to global advertising platform
OpenAI began testing advertisements in ChatGPT through a pilot programme in the United States in February. During the following six months, the company expanded advertising to eight additional markets before announcing the European rollout.
At the same time, OpenAI has been building a dedicated advertising infrastructure. The platform initially supported CPM bidding, later adding CPC, and now supports conversion-optimised cost-per-click, or oCPC, allowing advertisers to optimise campaigns around business objectives.
The company has also introduced geographic targeting and custom audience capabilities, giving advertisers additional tools to reach specific groups of potential customers.
New measurement tools for advertisers
OpenAI is also expanding its advertising measurement capabilities beyond traditional click-based metrics.
The company has introduced OpenAI Pixel and Conversions API, along with integrations with third-party measurement providers. These tools are intended to give advertisers a clearer understanding of how campaigns on ChatGPT contribute to business results.
OpenAI said tens of thousands of advertisers have already used ChatGPT to help grow their businesses, suggesting that the company sees substantial commercial potential as its advertising platform expands.
A new chapter for digital advertising
The European launch could represent an important development in the broader evolution of digital advertising. Traditional search advertising generally relies on users entering keywords, while AI platforms can interpret longer, conversational requests that reveal a user’s goals, preferences and constraints.
For advertisers, that may create opportunities to reach consumers at a different stage of the decision-making process—when they are actively seeking guidance rather than simply browsing websites.
With ChatGPT Ads now moving into 31 European markets, OpenAI is taking another major step toward establishing AI assistants as a new destination for consumer discovery, product research and commercial decision-making.
